The National Discourse Forum - Rwanda (NDF- Rwanda) is a pioneer member to the regional Population Health Environment Network (PHE) that is jointly supported by Lake Victoria Basin Commission and the East African Community secretariat.

PHE was conceived as a mechanism to bring a positive influence on population growth, health and environmental conservation patterns by enhancing resilience of communities, helping balance environmental protection, natural resource use and human well-being.
In 2015, the Nile Basin Discourse Forum in Rwanda was represented at the Lake Victoria Basin Commission’s 2-day Regional PHE Conference in Kisumu, Kenya, with the theme, “Integrated Population, Health and Environment (PHE): Lessons for the Sustainable Development Agenda." The conference brought together 422 PHE implementers, advocates, researchers and policy- makers in Eastern and Southern Africa, to review progress in PHE programming in the region and map out strategies for policy review. During the conference, NBDF Rwanda which represented civil society partners together with other participants agreed upon a PHE Minimum Package of services and endorsed 16 resolutions for scaling up the PHE approach in the region.

As a follow-up to the 2015 Conference, PHE implementers gathered at Imperial Golf View Hotel in Entebbe, Uganda from 27th to 28th September 2017, to assess/review the program implementation, monitoring, evaluation, and advocacy in the region over the past two years, and define a pathway toward mainstreaming the integrated PHE approach. Mr. John Bosco Gakumba, the Coordinator of the Nile Basin Discourse Forum in Rwanda, as a panelist, discussed on mainstreaming and scaling up PHE approaches to meet the SDGs.

The symposium came up with Resolutions that will commit stakeholders to ensuring that the PHE approach is significantly embedded in the policies and institutional frameworks of Governments in East Africa.
